The answer is pvp. No one would take PoM if it weren't for pvp. Burst damage is king of PvP.

Youan raid as frost, usually a 10051 or 2059 build, but for max damage in the 25 man raids, 10483 or 24811 are the standard builds to pump out damage. 40210 or 40021 are also good for starting mages to irease damage output while upgrading their gear. As far as pvp 17044 is the industry standard.

just a quk thing, e blk does not drop aggro, it keep yoururrent threat, but gives the tank (assumably) enough time to try to get enough threat to surpass yours. If you are still ahead of the tank when you take off e blk the mob will be right bk in your fe.
